APS License Usage could not be retrieved

For a given APS license the user cannot see the no. of seats in use and unused when viewed the License utility from Network License manager

Error: The usage details could not be retrieved.

Following are the steps to resolve this issue,
Step1: Search for ‘Network License manager’ In Windows search and open the web app. 
Step2: Open the application and go to Administration

Step3: Enter username and Password as follow 
 Username: admin 
 Password: admin 

Step4: Open Vendor daemon configuration and choose administer.
Step5: From the vendor Daemon Actions Select Start and Click "Save" at the bottom
Step6: Observe the webpage for a couple of minutes and make sure the status is ‘UP” as shown in below image.
