Why Do Network License Services Keep Needing to Be Restarted?

DETAILS :

The network license is not being found on launching Opcenter APS.  When launching Network License Manager it can be seen that the Vendor Daemon is down.  When checking on services, it can be seen that FLEXnet Licensing Service and Opcenter APS License Manager are not running.  What is stopping both of these services from running?  Once they are started again, they will run for a while, but then if Opcenter APS is not used in a while, when starting it back up again, the issue with the license not being found occurs again, and it can be seen that again the services are not running.

SOLUTION:

Check the contents of the C:\Program Files (x86)\Siemens\Network License Manager\logs\Preactor.log and search in the Preactor.log to see if the following has been logged:

EXITING DUE TO SIGNAL 28 Exit reason 5

If this error is occurring, the issue may be related to power management settings and the settings selected against the services.  Please view this knowledge base article provided by the third party vendor.  This article provides some steps to apply to overcome this issue.
